SUB : REQUEST FOR CORDIAL SUPPORT TO UNFORTUNATE GREF PERSONNEL TO PROVIDING MAXIMUM AMENITIES REGARDING WELFARE ASPECTS AS PROVIDED TO DEFENCE / HOME DEPTS , AS WE ARE INTEGRAL PART OF INDIAN ARMED FORCE BY THE ORDER OF HON’BLE SUPREME COURT OF INDIA ON 06/05/1983 LIKE :-

1. SPECIAL SERVICE PAY AT PAR WITH MSA WHICH IS ALREADY ADOPTED TO ALL FORCES ( DEFENCE / HOME ) IN INDIA EXCEPT THIS GENERAL RESERVE ENGINEER FORCE OTHERWISE REMOVE THE WORD F O R C E FROM THIS DEPARTMENT.

2. DEPARTMENTAL EXPENDITURE TO HANDOVER THE DEAD BODY OF GREF PERSONNEL UPTO HIS HOME WITHOUT ANY CLARIFICATION.

3. SAME MEDICAL FACILITIES AT ALL ARMY HOSPITAL FOR SERVING AS WELL AS EX-GREF PERSONNEL AND HIS FAMILY MEMBERS LIKE ECHS FACILITIES OTHERWISE REMOVE ALL AMC PERSONNEL FROM GREF UNITS.

4. SAME RETIREMENT AMENITIES LIKE EX- SERVICEMEN STATUS, 70% PENSION ETC TO GREF PERSONNEL INSTEAD OF ONLY 50 % PENSION

5. SAME AREA CLASSIFICATION FOR ARMY AND GREF PERSONNEL ALONG WITH SAME ALLOWANCES AS WE ARE PERFORMING SAME NATURE OF DUTIES IN SAME UNIT.

6. SAME LEAVE FACILITY ALONG WITH SAME RLY WARRANT / CV WHICH IS ALREADY ADOPTED TO ALL FORCES IN INDIA. TRANSPORT FACILITIES UP TO NEAREST RAIL HEAD AND FREE CONVEYANCE WHILE PROCEEDING ON MEDICAL LEAVE.

7. WELL DECORATED FAMILY / SINGLE ACCOMMODATION IN EVERY UNIT AS PROVIDED BY ALL OTHER GOVT DEPARTMENTS / PRIVATE SECTORS INSTEAD OF TIN / BITUMEN SHEET DAMPED ROOM , OTHERWISE RESTRICT FAMILY PERMISSION.

8. AUTHORIZATION OF SCHOOL BUS FOR CHILDREN AS WE ARE WORKING EXTREME REMOTE LOCALITIES LIKE HHA / EHA / HAA / HA AND RESERVATION QUOTA FOR HIGHER STUDY / SAINIK SCHOOL

9. WE ARE UNDER MIN OF SURFACE TRANSPORT SO OUR WORKING FIELD SHOULD BE INCREASE FROM REMOTE HILLY BORDER AREA TO ALL OVER INDIA AS WE ARE FULLY ENGINEER BASED DEPARTMENT LIKE RAIL , CPWD, NHPC ETC

10. REMOVE ARTICLE 33 WHICH PUT A CEILING ON THE WAY OF EVERY WELFARE ASPECTS OF US AND A WALL TO SAFE HIGH FORMATION OF THIS DEPARTMENT AGAINST THEIR NEGLIGENCE OF DUTIES / INADEQUATE KNOWLEDGE TO ACHIEVE MAX’M AMITIES FROM GOVT OF INDIA, OTHERWISE IMPOSE/ADOPT ARTICLE 41 AND ARTICLE 51, FROM 1960 THIS FORCE HAS NO OWN ACT AND RULES / REGULATION WHERE AS ALL GOVT SECTORS / PRIVATE SECTORS THEY HAVE THEIR OWN ACT AND RULE / REGULATION FOR INCREASING THEIR STATUS, EXCEPT THIS POOR MANAGEMENT BOARD WHICH USING A MEANING LESS STAMP BRO

11. EXCEPT GREF ALL FORCES TURN DOWN ALL ARMY PERSONNEL FROM THEIR RESPECTIVE DEPARTMENT, WHY WE ARE BOUND TO WORK WITH THEM AND PRODUCE US AS STEP SON OF DEFENCE ? IF THE SAID ARMY PERSONNEL IS SURPLUS THEN WHY THE ARE NOT PERMANENTLY POSTED AT GREF INSTEAD OF 2/3 YEARS AND AUTHORIZED TO GET SAME PAY/ALLOWANCES/FACILITIES TILL RETIREMENT AS PROVIDED TO GREF PERSONNEL .

12. RESTRICT CME FOR GREF PERSONNEL OTHERWISE AUTHORIZED DIPLOMA, B TECH , M TECH FOR GREF OTHERWISE ADJUST/POSTED CME QUALIFIED GREF PERSONNEL TO ARMY .CME HAS NO CAPABILITY TO CHALANGE / COMPARE WITH AICTE. THEN HOW THEY ARE ABLE TO GET SAME FACILITIES IN GREF.

13. CHANGE OF MINISTRY EITHER IN DEFENCE MINISTRY OR HOME MINISTRY, OTHER WISE DECLARE THIS DEPARTMENT AS FULLY CIVIL DEPARTMENT LIKE NHPC,CPWD , RAIL ETC AS OUR WORKING / MAN POWER STRUCTURE IS SAME AND REMOVE ALL ARMY PERSONNEL FROM THIS DEPARTMENT.

14. AUTHORISATION OF STAR INSTEAD OF STRIP WHICH DIRECTLY EFFECT THE STATUS OF THIS FORCE OTHERWISE RESCIND ENTIRE UNIFORM STRUCTURE AND WIPE AWAY THE WORD FORCE.

Respected Sir,

1. With due respect and humble submission I serving in General Reserve Engineer Force would like to submit few lines under your kind permission and sympathetic consideration please.

2. We the employee of GREF are working extreme remote hilly border area like HHA, EHA, HAA and HA as compared to other Govt departments (Civil / Force) by a meaning less stamp BRO . More sorrowful matter that we are Integral Part of Indian Armed Force by the order of Hon’ble Supreme Court Of India on 06/05/1983 of R. VISWAN & OTHERS Vs. UNION OF INDIA and in the year 1996 (I) SLR Page No 181 of P Chandra Mouly Vs UNION OF INDIA (reference Supreme court website) regarding status of GREF. It is to inform you that there is only one department in India where ARMY personnel directly deployed that is only GREF, All forces in India there is no adjustment of army personnel in their respective department. Unfortunately from 1960 we are like step son of Defence. Due to our very poor management Board and inadequate knowledge of high formation staff we are bound to adjust them by a meaning less stamp BRO . Till date there is no GREF Act or GREF rules and regulation. We are GREF which has fully technical qualified officers and subordinates like CPWD, Rail , NHPC etc then why we are bound to work with/under them without the minimum facilities as stated above .

3. In view of the above facts explained , it is invited your kind personal attention and good self may extend your helping hands towards unfortunate GREF personnel on humanitarian ground to provide maximum facilities from Govt of India as provided other forces . j. PL DIRECT VALUABLE ORDER THAT GREF IS CIVIL AND AUTOMOBILE BASED DEPT SO IT IS MEANINGLESS JE(E&M) INSTEAD OF JE (AUTOMOBILE) AND ALSO AUTHORISED STAR INSTEAD OF SHOULDER STRIP.

K. PL DIRECT TO ISSUE UNIFORM ALLOWANCE INSTEAD OF IMPROPER FITTINGS & VERY POOR QUALITY CLOTHING. AS UNIFORM ALLOWANCE ALREADY PROVIDED TO REST OF ALL FORCES.

L. PL ASK EXPLANATION WHY PAY & ALLOWANCES ARE BUDGET BASED ONLY FOR THIS FORCE ? PL VERDICT SUITABLE ORDER TO ISSUE SEPARATE FUND FOR PAY & ALLOWANCES IN RESPECT OF GREF.

M. PL DIRECT SUITABLE ORDER TO REMOVE CORRUPTION REGARDING NATION ECONOMY FROM ROOT, A 1ST CLASS MAGISTRATE CERTIFICATE SHOULD BE OBTAINED FROM INDIVIDUAL AFTER EVERY 05 YEAR ABOUT HIS/HER ENTIRE FAMILY INCOME AND PROPERTIES.

N. PL DIRECT TO CHANGE THE TRAINING PROCEDURE. AT THE TIME OF RECRUITMENT AND AFTER RECRUITMENT IN CONTINUATION WITH POSTING.

O. PL DIRECT TO RECRUIT TECHNICAL & NON TECHNICAL CP LABOUR. TECHNICAL FOR CIVIL , AUTOMOBILE FIELD NON TECHNICAL FOR ADMINISTRATIVE WINGS .

P. PL VERDICT FULL RESTRICTION IN PROMOTIONAL CHANNEL ANY TYPE OF RESERVATION QUATA IN PLACE OF PURE MERIT LIST WHICH WILL BE ABLE TO PROVIDE A SOUND TECHNICAL OUTPUT OF THIS ENGINEER BASED DEPT.

Respected Madam / Sir,

1. With profound respect and humble submission I serving in General Reserve Engineer Force (GREF) would like to draw your instigate deliberation regarding welfare of GREF personnel and request to issue prestigious orders to related Departments/ Ministries for early implementation / amendment of previous Govt notifications/policies please. Firstly it is to inform you that due to very poor management I am presently designated as insignificant Ch/Mech who is till as a imprudent ORs since 2002 after possessing 85% marks with distinction in Diploma Engineering through AICTE where as after possessing same technical qualification those recruited on & after 2009 are promoted as Jr. Commissioned Officer, through this it is clear that high formation might have been busy with derisory acquaintance except depletion of papers and manpower which directly impinge on the status of GREF since 1960.

2. As per RTI Act 2005 (Human Rights Violation) I would like to know on which circumstances President of India passed the prestigious comments that GREF to be an Integral part of Armed Forces of India vide BRDB letter No F- 81(1)/64-Estt/70463/DGBR/E2A(T&C) dated 14 Aug 1985 copy enclosed as Appx’A for your ready reference . I would like to know what are the facilities of said prestigious order and which facilities are provided to GREF personnel as per said prestigious order of President of India. If the said order is violated , then paradigm disciplinary step should be initiated at an early date against them those are involved in that.Moreover what was the circumstance after 24 years so that President of India was pleased to declare said prestigious comments regarding the status of GREF ?

3. Due to very poor management of this department (GREF) employee is bound to work extreme remote hilly international boundary since 1960. Unfortunately there is no such order passed by any court or there is no any Govt Notification/ Policies that GREF is bound to work at said location classified as HA ,EHA , HHA & HAA repeatedly . We the GREF employee is also human beings. So it is infringement of human rights to hurdle us constantly to work at extreme remote locality. Due to inadequate knowledge regarding progressive management those are field for rest of all Dept/Force are classified as soft area for GREF employee. Like Asom is most insurgency/disturb area classified as Soft area. In HQ Project Swastik there are more then 150 steps to reach the office campus unfortunately that is also classified as MAS, Pl refer HQ DGBR area classification letter No 13002/A/POL/CORRRS/DGBR/162/E1A dt 08 May 2009 which is already held with Dte Gen BR Office . These are the example of inadequate knowledge regarding management. Being a human being why there is restriction for us to work at state / national boundary/Plane area ? If there is any man power problem then why necessary amendment in policy not being carried out till date for GREF since 1960. Under your kind permission it is to inform you that without any court order or Govt notification a meaning less stamp BRO is pressed with GREF , where as rest of all country BRO is completely run by Defence Ministry reference their respective website / video clips . It is therefore requested to your kind honour to issue strict order for necessary amendment in Govt policies to increase our working area from extreme remote hilly international boundary to all over India .

4. It is to inform you that Diploma cadre those posses one diploma certificate from All India Council Of Technical Education after three years instead of two diploma (Electrical and Mechanical ) within two years which is a tailor made course run by CME. Unfortunately due to very poor management of our Dept, tailor made course run by CME is equivalent to AICTE diploma . It is also an example of Human Rights Violation RTI Act 2005. Under your kind permission it is to inform you that, this Road Construction Dept is neither in Defence Ministry nor in Home Ministry since 1960 , it is totally work oriented civil department under Ministry of Shipping , Surface Transport and Highway. Our serving and retired personnel not getting same facility as provided to Army personnel such as Salary ,Leave , Pension , Medical facility, Retirement benefit moreover recognisation as Ex Army. Then which authority few GREF employee authorized for study in College of Military Engineering , Pune which has no recognisation of AICTE this is thecexample of wastage of manpower and money copy enclosed as Appx B’ . Why ACC is not authorized for GREF ? Through this training any subordinate would be promoted in Officer. I am a single diploma holder through All India Council of Technical Education and got 85 % with Distinction after three years. Then why there is no provision for GREF employee for B Tech, M Tech and so on at CME? If there is any restriction pertaining to Govt Policy, then why policy is not modified till date by the support of Supreme Court Judgment passed in the year 1983 ? It is strange matter that few employee of this department eligible for diploma from CME institute due to unknown reason , More sorrowful matter that, after two years they are awarded with two diploma Electrical and Mechanical , it is clear that CME has enough capability to provide one diploma in one year. If said CME diploma (tailor made) cadre is so intelligent as compared to AICTE and they have enough capability to achieved three years Diploma within one year then why they are not granted President Award and permanently posted them in Defence Reserch Development Organisation ? More sorrowful matter CME cadre getting same facilities (possessing a tailor made certificate) as provided to diploma cadre of AICTE like Grade Pay PB- 2, (i.e.) 4200.00 which is wastage of money and finally effect the National Economy to the Govt of India. Finally creating unusual restriction in promotional channel of AICTE cadre with a very poor syllabus which has no requirement for Electrical or Mechanical discipline like Sanitary Engg , Elementary of Building & Road more doubtable matter how Commander Award (400) become a subject for engineering cadre copy enclosed for your ready reference as Appx ‘C’. Hope under your kind consideration clear clarification against CME And ACC will be floated. Either authorised CME & ACC for GREF fully otherwise verdict full restriction for both and those already possess the said tailor made certificate converted them non diploma cadre as an early date .

5. It is to inform you that till 3rd pay commission the Pay & Allowances of GREF was more than Defence/Home Ministrial Staff in view of their hardship duties at extreme remote hilly area. It is strange matter that since 4th Pay Commission financial aspects was shoddily effected for GREF without any proper reason due to very poor administrative representation. In this regards I would like to refer letter No 17072-A/4th pay Commission/DGBR/E2 (T&C) dated 21 Jul 86 copy enclosed for your ready reference as Appx ‘D’. It is more strange matter that why high formation was silent when financial aspect was shoddily effected without any proper reason for GREF employee since 4th pay commission ? It was again example of poor management of High Formations which is till continued. The latest example of this is Special Service Pay which is already awarded rest of all forces in India except GREF personnel by 6th Pay Commission. It is not example of spin behind the status of GREF by high formations ? In this regards I would like to refer Dte Gen letter No 100013/Tour/Udk/DGBR/DG’s Sectt dated 03 Mar 2010 copy enclosed for your ready reference as Appx ‘E’ , in which Dte Gen told that a separate allowance on such grounds would not find favour with Min Of Defence and hence the point was dropped . I would like to inform that GREF is under Ministry of Shipping , Surface Transport and Highway , Is Min of Defence totally unable to seize the same for defence personnel ? Pl ask explanation from Min Of Defence on which authority such comment was passed ? Is it not stamped us as step son of Defence ? Why Min of Shipping Road Transport is fully silent regarding this un lawful speech ? It is therefore requested to your kind honour to issue suitable order to Finance Dept to spin forward our financial aspect and ask explanation why after 3rd pay commission every welfare aspect mainly financial aspects were spin behind only for GREF by Management & Administrative board ?

6. It is to inform you again that GREF is an Engineer Based road construction department. It is totally Engineer Based Dept like NHPC,CPWD,Rail etc. In every work oriented Dept there is no restriction by Art 33 , unfortunately By Art 33 our high formations put a ceiling in the way of every welfare aspects of GREF and a strong wall to safe against their negligence of duties / inadequate knowledge regarding cumulative management. We the GREF employee is not active member for National Security . We are neither awarded as defence personnel nor awarded para military force status , then what is the requirement of Art 33 instead of Art 41 and Art 51 of Indian Constitution ? It is therefore requested to your kind honour to issue another valuable order to implement Art 41 and Art 51 along with Art 33 through which High Formation take care about their existence.

7. It is to inform you that we are bound to deployed at extreme remote hilly international boundary area without any Govt order/notification . More sorrowful matter that after death of serving personnel there is no provision to hand over his dead bodies to his home town by departmental expenditure from extreme remote area. Please try to release the critical circumstance for the said family when his family member died at duty station. But our departmental administrative sector totally unable to realize that situation and demand entire expenditure from the said family to hand over the dead bodies. Pl ask explanation why no practical representation was carried out at the same time by Dept High Formations ? We are bound to stay in Tin / Bitumen sheeted damped room in stead of well decorated family / bachelor accommodation which is already provided by rest of all Dept and Pvt Sector. Unfortunately there is also an indirect restriction for our children education. Till there is no authorization of school bus after 50 years. Our management board has no time to look into the aforesaid matters. this GREF was raised through Govt Notification No. F.4(29)/BRDB/60 dated 16 Jun 1960 as a civilian Force neither under Ministry of Defence nor under Border Roads Organisation. Unfortunate till date there is no GREF Act , GREF Rule /Regulation . 50 years is plenty era for high formations to formulate the same where as other branch of same ministry or other forces have separate Rule and Act Like National Highway Act 1956 ,CRPF Act 1949.It is again example of poor management of this Dept. Pl ask explanation from High Formation why such delay and direct strict time bird to formulate the same without further delay for onward submission to Cabinet . It is therefore again requested to your kind honour to passed valuable order to implement the Govt Policies and provide needful solutions about the same.

8. It is to inform you that we are integral part of Indian Armed Force as per judgment of Hon’ble Supreme Court Of India dated 06/05/1983 copy already enclosed as Appx ‘A’ for your ready reference . In that judgment it was clearly mentioned to create same rank structure for GREF & Army, unfortunately we are till awarded shoulder strip instead of Star. Which directly lay down our departmental status. More sorrowful matter that since 1960 to till date there is no representation by this force on Republic Day, Independence Day. if there is any problem by this force then it is simple way that delete the word FORCE and rename this unfortunate road construction department with another name ? By aforesaid information it is clear to you that our high formations might have been busy with derisory acquaintance except depletion of papers and manpower which directly impinge on the status of GREF since 1960. So it is requested to your kind honour to passed suitable order remove aforesaid disparity between GREF and rest of all forces in India.

9. It is to inform you that this Road Construction Department based on Civil and Automobile Engineering . Through Civil cadre entire road is constructed and by Automobile cadre entire V/E/P have been repaired / maintained. Except of this two main engineering field rest of all technical field are for supporting. Like Painter, without the contribution of painter any V/E/P unable to proceed for duty as the identification would be painted by him as per M V Act 1968. After that without support of OTRP staff any vehicle unable to move, His field is related with Tyres /Tube, In such manner electrical field is used for support of electrical side . Unfortunately due to poor management the word Automobile had been deleted and a useless word E&M had been highlighted by indirect interfere of CME . For this poor management few technical cadre like Production , Mechanical , Electrical cadre get opportunity to join in the field of Automobile those have no automobile based technical back ground and effect badly on repair / maintenance is V/E/Ps those have been utilized in road construction field .It is therefore requested to verdict strict restriction for all other technical cadre to recruited in place of Automobile and remove the word E&M in place of Automobile . Doing the same GREF will be able to give sound output for repaired / maintenances those are deployed for road construction.

10. It is to inform you that since 1960 there are so many disparities between GREF and other forces. In this regards I would like to refer BRDB letter No BRDB/03/210/2009/GE-1 dt 08 Dec 2009 copy already enclosed as Appx ‘F’ for your ready reference . Here I am again informed you another example of inadequate knowledge regarding cumulative management of GREF is Uniform Allowances. Except GREF rest of all forces awarded Uniform Allowances, unfortunately till there is no such provision for GREF. Till date improper fittings clothes has been issued to GREF personnel, after that 200/- Rs is required for stitching each items for proper fitting , doing the same the clothes damaged very shortly moreover after so many administrative action urgent clothes issued after a long delay. Through this it is clear that high formation might have been busy with derisory acquaintance except depletion of papers and manpower which directly impinge on the status of GREF since 1960.

11. Another example of the same is PAY & ALLOWANCES ARE BUDGET BASED ONLY FOR THIS FORCE. It is requested to your kind honour to issue suitable order to Min of Finance for cancelation the previous Notifications / Policies through which Pay & Allowances debited from budget. There should be separate package / fund for Pay & Allowances for GREF as already provided rest of all forces in India. Due to inadequate knowledge regarding cumulative management we are bound to serve at extreme remote locality classified as HA ,EHA , HHA & HAA repeatedly but till there is no separate package/fund for Pay & Allowances of GREF personnel. So our financial aspects are badly effected.

12. It is to inform you that , if Govt of India really want to remove corruption from GREF which directly effect National Economy. Then it is very important that every Govt employee should be punished for corruption. It is not easy to prove any one as a corrupted person but it is easy to obtain a 1st class Magistrate certificate from him/her doing a simple Govt notification , about his/her entire properties along with detail family income. After that any time by a confidential enquiry through vigilance team of other Central Govt Dept will be floated against suspected personnel about his/her entire properties / financial aspects. After that all will be net & clean .It is therefore requested to issue suitable order to obtain a 1st class Magistrate certificate from every employee / newly recruited every 5-10 years. Doing the same our dept will be a fully corruption free Dept.

13. It is to inform you that there are so many errors in training procedure, which directly proportional to wastage of huge money and indirectly effect technical output of this department.

(a) When any cadre get a chance to join in this department after that he has been trained in physical and garden maintenance field. There is no provision for technical/administrative training. After a short training he is posted to field area. If the said out of date procedure is changed in the following way , then this dept may be technically sound . After a short physical and garden maintenance training Automobile and its Ancillary cadre must be posted at Base workshop, Store Cadre must be posted at Base Depot , Administration cadre must be posted at Base / HQ level to get a sound experienced till 5 years . After that they should be posted at field area and there should be full restriction for them to posted at aforesaid stations till they reach to an age of 40-45 years except permanent medical category. During the age of 40-45 years again they would be posted to aforesaid stations till retirement.

(b) After recruitment we have to go 3-5 days training in different companies. It is to inform you that due to very poor management we are bound to serve at extreme remote locality classified as HA ,EHA , HHA & HAA repeatedly. When we proceed from aforesaid temperature zone to opposite temp zone there is a big effect of climate and we are bound to face a physical as well as mental problems. Unfortunately mistake full administrative pressure, stamped us as animal and bound us to proceed to destination. After reaching at destination we have no capability to catch/ gain details knowledge due to very shortage time 3-4 days . Hope this out of dated procedure will be changed through your strict comments and training school will be opened shortly from where we shall able to trained thoroughly.

14. In view of the present situation GREF is unable to stand without support of CPLs. It is also observed that CPL are controlled by Civil Wings. GREF has another two wings theses are Automobile and Administrative. But due to management problems it is observed that civil cadre only authorized for CPL support and rest two have to function without support of CPL . This is totally wrong procedure. Pl direct related Min/Dept to recruit technical CPL for Workshop level and Non technical CPL for administration field. Doing the same both Automobile field and Administration field will function properly and it is also requested to your kind honour to provide more salary package to technical CPL in view of their technical output.

15. In view of the above facts explained, it is invited your kind personal attention and good self will extend your helping hands towards unfortunate GREF personnel . I sincerely hope necessary valuable orders would be passed as an early date along with intimation to me . My self and all GREF personnel remain always ever grateful for this act of kindness.
